The redevelopment of the former Embassy Theatre site in downtown Port Chester has reached a significant milestone. Cuddy + Feder LLP attorneys Anthony B. Gioffre III and Daniel Patrick secured Site Plan Approval from the Village of Port Chester Planning Commission for the Applicant, Embassy Equity Partners, a joint venture between the St. Katherine Group and Six Acre Capital.

Located less than a quarter-mile from the Port Chester Metro-North station, the site occupies almost the entire Village block along North Main Street within the Village’s CD-5 General Urban Center Character District. The property is currently improved with eight one- to four-story buildings containing commercial, retail, restaurant, and residential uses, including the long-vacant and deteriorating Embassy Theatre. The proposed project calls for redevelopment of the approximately 1.29-acre site with a new eight-story, approximately 244,910-square-foot mixed-use building featuring 250 residential units, 8,700 square feet of ground-floor commercial space, residential amenities, and 375 structured parking spaces, including 125 municipal parking spaces dedicated and available for public use that was negotiated and secured with the Village by Cuddy + Feder LLP.

“The redevelopment transforms an underutilized property into a significant economic and community asset while preserving a connection to the site’s historic identity,” said Tony Gioffre. “This approval reflects years of collaboration among the applicant team, Village officials, consultants, and community stakeholders all with a common goal to create a project that will enhance downtown Port Chester for generations to come.”

The residential component will include 30 studio apartments, 122 one-bedroom units, 86 two-bedroom units, and 12 three-bedroom units. In accordance with the Village’s zoning requirements, 25 apartments, 10 percent of the total units, will be designated as Affordable Affirmatively Furthering Fair Housing (AFFH) units.

As part of its environmental review, the Planning Commission determined that while the project represents a transition from primarily commercial uses to a mixed residential and commercial development, the proposed land use, density, and intensity are consistent with the Village’s planning objectives and the recommendations of the Village’s 2012 Comprehensive Plan.
