Cuddy + Feder Secures Amended Approvals for Westchester Crossing in Port Chester

Cuddy & Feder continues to play a key role in the redevelopment of the former United Hospital site in the Village of Port Chester. Land Use Attorneys Anthony B. Gioffre III and Daniel Patrick secured amended site plan approval and zoning text amendments from the Village Board of Trustees for the transformative redevelopment known as Westchester Crossing.

The amended site plan approvals were granted just months after the April 2026 groundbreaking. The amendments allow Rose Associates and Bedrock Real Estate Partners, in partnership with AMS Acquisitions, to revise the development scheme by replacing the previously approved 200-unit assisted living/independent living with a 150-unit age-restricted multifamily building. The approvals also re-allocated 48 non-age-restricted units to the other approved structures and further refined the overall development program. The Board of Trustees simultaneously approved the requested zoning amendments reducing the development’s minimum non-residential floor area to accommodate market-driven changes to the development supporting more residential units and amenities.

The proposed development, originally approved in 2022 and since amended, now boasts a total of 999 non-age-restricted multifamily rental apartments, 150 age-restricted residential units, a 120-key hotel, 7,172 s/f of commercial retail space, and a mix of public and private amenity spaces.
